Tenure and Promotion Guidelines

Tenure and Promotion Guidelines
(Approved by College of Business faculty on May 11, 2009)

 The purpose of these guidelines is to supplement The Texas A&M University System (TAMUS) Policy 12.01  http://tamus.edu/offices/policy/policies/pdf/12-01.pdf and the Texas A&M University-Texarkana University Procedure 12.01.99.H1.01 http://tamut.edu/administrative/12.01.99.pdf  related to Academic Freedom, Responsibility, Tenure, and Promotion.  Collectively, these three documents provide the criteria, expectations, and processes related to faculty tenure and promotion in rank within the College of Business.  Faculty assume responsibility for familiarity with all three of these important documents.

 College of Business Tenure and Promotion Guidelines are consistent with Texas A&M University System Policy 12.01 and University Procedure 12.01.99.H1.01 (Academic Freedom, Responsibility, Tenure, and Promotion), revised and approved in February 2009.

 Consistent with Section 4.5.3 (Scholarly or artistic endeavor), the College of Business further defines this category, consistent with the Association to Advance Collegiate Schools of Business (AACSB) accreditation standards, with the following:

 Academically Qualified Standards

As required by AACSB accreditation standards, the College of Business has developed criteria and policies for classifying faculty as being Academically Qualified (AQ).  Standards are listed below:

 Faculty teaching in the undergraduate programs of the College of Business must meet the following criteria to be designated as academically qualified:

1.      Must possess a doctorate in the relevant teaching field and be appointed within 5 years of the date of the awarding of the doctorate.  Unless offset by the criteria listed below, these individuals are no longer academically qualified at the 5 year anniversary of the awarding of their doctorate.

2.      Faculty possessing a doctorate, but not in their field of teaching, are considered on an individual basis to determine the sufficiency of appropriate professional development in their teaching field.  These faculty may be considered academically qualified if their appointment is within 5 years of completing post-doctoral professional work.

3.      All-But-Dissertation (ABD) faculty are considered academically qualified for the duration of their employment term allowed for that status (generally two or three years).

4.      Faculty appointed with a master’s degree in a business discipline and substantial work in a doctoral program within a relevant business discipline is considered academically qualified for no more than three years.  To retain their academic qualification, these faculty members must, at a minimum, move to ABD status within the three year time horizon.

5.      All faculty beyond five years of the granting of their doctorate degree are academically qualified at the undergraduate level if, within a five year time horizon, they have four or more intellectual contributions.  At least one of these contributions must be a peer reviewed journal article.  Alternatively, a faculty member may achieve AQ status by publishing two peer reviewed journal articles in five years.

 Faculty teaching in the graduate programs of the College of Business will be considered academically qualified to teach at this level by meeting any one of the first three criteria described above in the undergraduate academic qualifications.  For those faculty beyond five years of the granting of their doctorate degree, they can achieve academic qualification at the graduate level if, within a five year time horizon, they have three or more intellectual contributions that are peer reviewed journal articles OR they have two peer reviewed journal articles and at least three other intellectual contributions.

 Statements about peer-reviewed journal articles (PRJ):

·         A PRJ is presumed to have been subjected to a documented formal review process, reviewed externally by two or more reviewers, and made readily available for public examination (i.e., libraries or on-line).

·         Journals listed in Cabell’s Directory of Publishing Opportunities are presumed to meet the burden of proof regarding a formal review process to qualify as a PRJ.  For faculty publishing in journals not listed in Cabell’s, the burden of proof on the faculty member to document that the publication meets the standards listed above.

·         Electronic mediums having a formal review process with two or more external peer reviewers are acceptable.

·         Faculty members are expected to publish in business, pedagogical, or other journals relevant to their professional area of specialization.

·         College of Business faculty members are encouraged to collaborate with other authors.  Thus, each author will receive full credit for a PRJ contribution.

Statements about other intellectual or scholarly contributions (OIC):

·         Other intellectual or scholarly contributions are valued because they contribute to the intellectual currency of faculty, offer faculty alternative means of circulating their work, and lead to the development and exploration of new fields of inquiry.

·         OIC’s, to be included in meriting AQ status, must meet the standard of development for an external audience and wide circulation.

·         While PRJ are relatively homogenous, we recognize that OIC’s may vary widely regarding the depth and value of the contribution and effort.  Thus, differentiation among OIC’s using the point system below will be followed.

o   Three OIC’s awarded for each contribution:

      §  Scholarly monograph or book
§
  Publishing the second (or higher) edition of a textbook or evidence that the first edition of the textbook has been widely adopted by peer schools

o   Two OIC’s awarded for each contribution:

      §  Chapter in scholarly book
§
  Comprehensive software package published and widely circulated
§
  Obtaining new, initial professional certification related to the primary teaching area (i.e., CPA or CFA)

o   One OIC awarded for single contribution:

     §  External peer reviewed conference/proceedings presentation or publication, not both
§
  Presentation and/or publication in faculty research seminar of original research
§
  Publication in trade journal
§
  Publically available research paper (part of “white paper” series)
§
  Publically available material describing the design of new curricula or courses
§
   Non-refereed case published in a text book
§
  Publication in in-house journal (JOLB)
§
  Editor-in-chief of in-house journal (JOLB) for three year term
§
  Non-refereed published article, including invited articles

o   One OIC awarded for two contributions:

      §  Published book review
§
  Discipline/business focused column appearing in newspaper or trade journal§  Presentation to business professional audience using discipline-based knowledge (e.g., Economist presenting economic forecast based on research and expertise)

 

Items not generally considered to be intellectual contributions include (but are not limited to)
the following:  1) grant proposals, 2) non-discipline/non-business-focused articles in local or
regional newspapers, 3) letters to editors, 4) private consulting reports, and 5) expert testimony.

Consistent with the above statements regarding scholarly activity and the previously cited
University Procedure, the College of Business adheres to the following with regard to tenure
and promotion standards and procedures:

 

1.      Scholarship standards: No faculty member shall be granted tenure and/or promotion unless, within the most recent five year period, they have three or more intellectual contributions that are peer reviewed journal articles OR they have two peer reviewed journal articles and at least three other intellectual contributions, as defined above.

2.      The College of Business Personnel Committee: This committee shall be activated by the Dean of the College of Business and shall include all previously tenured faculty of the College.  In the event this Committee is activated to review and make recommendations to the Dean regarding tenure and promotion decisions, members will be voting members in the instance where their rank equals or exceeds that of which the faculty member applying for tenure and/or promotion is seeking. This committee will review the dossier prepared by the faculty member applying for tenure and/or promotion.  This dossier will give an account of that faculty members performance in teaching, research, and service. 

3.      Tenure and Promotion Portfolio: [This item has NOT yet been approved by Faculty vote.] Consistent with University Procedure 12.01.99.H1.01 Section 4.5, faculty of the College of Business seeking tenure and/or promotion shall submit a portfolio documenting evidence in the areas of teaching, research, and scholarship in support of that faculty’s tenure and/or promotion request.  This portfolio shall contain the following categories (in order):

           

            Table of Contents (with page numbers)

             Cover Letter Summarizing Tenure and/or Promotion Documentation 

Teaching

·         Personal Statement on Teaching highlighting teaching strategies, academic rigor, discussion of individual courses taught, outstanding student work
·
         Syllabi for each course taught over the four year period
·
         Student evaluations of course instruction
·
         Number of course preparations each semester
·
         New preparations and discussion of major course revisions
·
         SCH per semester
·
         Teaching activities that go beyond the typical role of a faculty member
·
         Honors and awards received for teaching excellence from an internal or external agency 

Service

·         Personal Statement on Service highlighting service strategies and impact of service to university, community, and discipline
·
         Document the following service activities:
o
   Service to University
o   Service to Business Community
o
   Service to Academic Discipline

             Scholarship

·         Personal Statement on Scholarship highlighting areas of inquiry, type of research (discipline based, pedagogical, and/or practice based), publication strategies, and future research streams
·
         Document the following:
o
   Peer Reviewed Journal Articles (photocopy of each)
o
   Other Intellectual or Scholarly Contributions (photocopy of each or other documentation such as schedule of presentations in proceedings)
o
   Acceptance letter for PRJ’s or OIC’s not yet in print or not yet presented 

External Letters of Support:  Faculty may choose to have outside reviewers provide an evaluation of the candidates’ teaching, service, and/or scholarship contribution. 

The timelines governing the Tenure and Promotion process are contained in University Procedure 12.01.99.H1.01. 

Pre-Tenure Review

In addition to the normal annual review, untenured faculty members in the College of Business must participate in a formal review in the fourth year of service.  The COB Dean is responsible for completing this review.  The outcome of this review must include either a report to the individual on progress towards tenure, with specific recommendations regarding any areas of concern OR a notification that the fifth year will be will be a terminal appointment. 

The following timelines will govern the Pre-Tenure Review Process

 

·         1st Friday in February:  Each untenured faculty must submit a portfolio of accomplishments and curriculum vita to the appropriate Dean.  Guidelines for the development of the portfolio are delineated above.  The Dean shall forward the documents to the College of Business Personnel Committee to review and evaluate the progress towards tenure made by the untenured faculty to date.  The committee will EITHER make comments as to the progress made to date and recommendations as to the steps to be taken to achieve tenure by the untenured faculty in the remaining probationary period OR a recommendation that the untenured faculty member be given a terminal appointment for the fifth year.
·
         1st Friday in March:  The College of Business Personnel Committee makes recommendations outlined above for the untenured faculty member due to the College of Business Dean.
·
         1st Friday in April:  The Dean’s recommendations outlined above for the untenured faculty member due to the Provost/VPAA.
