Statement of Rationale for Judgment of Compliance
A&M-Texarkana
has a chief executive officer (CEO) whose primary responsibility is to the
institution 1 and who is not the presiding officer of the board.
The CEO of each component university of the Texas A&M
University System is appointed by the System Chancellor, a member appointed by
the Texas A&M University System Board of Regents,2 eliminating
the possibility of the CEO being the Chair of the Board.
1.3 In addition to other powers and duties assigned
in law, the Board shall:
(3) appoint and periodically
evaluate the president of each university, director of each agency and the
president of the health science center and assist each chief executive officer
(CEO) in the achievement of performance goals.

§ 85.17. SYSTEM CENTRAL
ADMINISTRATION OFFICE; EXECUTIVE OFFICER.
a) The central administration office of the
university system shall provide oversight and coordination of the activities of
each component institution within the system.
(b) The board shall appoint a chief executive officer
of the university system and determine the chief executive officer's term of
office, salary, and duties.
(c) The chief executive officer shall recommend a
plan for the organization of the university system and the appointment of a
chief administrative officer for each component institution, agency, and
service, within the system.
