Statement of Rationale for Judgment of
Compliance
Ultimate control of Texas
A&M University-Texarkana’s fund-raising activities lies with the President.
The Board of Regents grants authority to the President to accept gifts,
donations, grants and endowments (preliminarily), holds him/her responsible for
maintaining the highest level of integrity and ethical standards in the
solicitation of these gifts.
The President designates the Director of Institutional
Advancement to conduct campaigns
and solicit gifts on behalf of the University. The authority to accept gifts and bequests of
real property is exercised exclusively by the Board. (Real Property Gift and Bequest
Acceptance). On January 12, 2004 the City Council of the
City of Texarkana, Texas passed City Ordinance No. 18-2004 which authorized the
City donating 300 acres of land adjacent to

the exception of cash gifts from affiliated organizations, the President or designee
shall review each gift in accordance with The Texas A&M University System
Regulations prior to preliminary acceptance (See 2.2 & 2.3). After a required
review and risk assessment by the System offices, the President may
preliminarily accept a gift of cash or non-cash gift of up to $1,000,000 in
value.
The
University has affiliation agreements, signed by the President, with the Texas A&M
University-Texarkana Foundation and
the Texas A&M
University-Texarkana Alumni Association, both of which solicit funds to
support University activities.
