12.03.99.H1    University Statement on Faculty Workload
March 23, 2001
Supplements System Policy 12.03

1.0PURPOSE
Several assumptions provide the premises of the faculty workload rules stated in the following sections. These assumptions are to be relied upon in interpreting the letter of the rules and in applying them in specific instances. First, the major premise upon which this statement is based is that of equity among and between faculty members with regard to workload.
2.0DUTIES AND RESPONSIBILITIES OF THE FACULTY

Second, while the primary duty of faculty members is to teach, the performance of community service, research and university developmental activities are an expected and indispensable part of the regular workload of all permanent faculty members.

Further, faculty responsibilities encompass academic and occupational advising, guidance of student organizations, service on college and university committees, and community service. Thus, while workload is discussed in terms of number of courses taught, it must be recognized that "workload" refers to other responsibilities as a normal and regular aspect of faculty duties.

2.2The development and revision of specific rules is assigned to the appropriate Vice President who may delegate to or seek the assistance of additional personnel, legal counsel, and advisory bodies, as needed, to develop appropriate rules. Drafts of new or revised rules will be returned to the appropriate Vice President for review.
2.3Drafts of new or revised rules will be reviewed by the Administrative Council which consists of the CEO/President, and the Vice Presidents for Academic Affairs, Finance & Administration, Educational Outreach, and Student & Academic Support Services.
2.4The Compliance Officer completes the final review for comparison to System Policies and Regulations and proper formatting.
2.5New or revised rules will be presented to the CEO/President for preliminary approval.
3.0TEACHING LOAD
The normal teaching load for a faculty member during the Fall or Spring semester is twelve (12) semester hours of teaching any combination of masters/undergraduate courses. The normal load for the Summer semester is six (6) semester hours.
3.1 OverloadsFaculty who teach more than twelve (12) semester hours during the Fall or Spring semesters, more than six (6) semester hours during the Summer or teach a course during the mini-term (January or May sessions) will do so as an overload and will be provided additional compensation. Overload assignments must be considered to be in the best interest of the University and students, and must be recommended by the College Dean and approved by the Vice President for Academic Affairs.
3.2 Individual Instruction Courses Individual instruction courses (489 and 589) will be translated into equivalent student contact hours (for the purpose of measuring teaching loads) as follows:
3.2.1For 30 semester hours of graduate credit accumulated by a faculty member in individual instruction courses during an academic year there will be awarded three (3) contact hour equivalents.
3.2.2For 45 semester hours of undergraduate credit accumulated by a faculty member in individual instruction courses during an academic year there will be awarded three (3) contact hour equivalents.
3.3 Other Assignments In addition to classroom teaching, faculty may have other assignments which constitute a part of their teaching load.
3.3.1 Special Teaching Situations Direct instructional activities, which include interaction with students related to instruction, preparation for such instruction, and evaluation of student performance. These instructional activities include, but are not limited to, supervision or coordination of laboratories or lectures utilizing teaching assistants, private lessons, practicum, internship, coordination of self-paced courses, and alternative learning activities. These equivalencies must be recommended in advance by the College Dean and approved by the Vice President for Academic Affairs.
3.3.2 Administrative Assignments Administrative assignments which directly supplement the teaching function such as, but not limited to, heads of teaching departments, coordinators or director of special academic programs, and so forth. It is the responsibility of the faculty member to initiate a request for this workload equivalency. This request will be recommended by the College Dean and forwarded to the Vice President for Academic Affairs for approval.
3.3.3 Research and Creative Activities Research and creative activities which directly supplement the teaching function must be recommended in advance by the College Dean and approved by the Vice President for Academic Affairs. It is the responsibility of the faculty member to submit a request for an equivalency and research proposal to the College Dean by the eighth week of the semester preceding the anticipated equivalency. The Vice President for Academic Affairs may grant limited faculty teaching and load credit for major academic advisory responsibilities, for preparing major documents in the fulfillment of programmatic needs or accreditation requirements, and for duties performed in the best interest of the institution's instructional program as determined by the College Dean and approved by the Vice President for Academic Affairs.
4.0EVALUATION OF TEACHING LOADS

The Vice President for Academic Affair's Office will monitor workloads, review workload reports, and submit the reports through proper administrative channels to the Chief Executive Officer for approval and comment as appropriate prior to submitting the reports to the Board of Regents. The standard reporting format and deadlines as provided by the Coordinating Board will be followed.

It is further the responsibility of the President, Vice President for Academic Affairs, College Dean(s) and the faculty to ensure that all of the responsibilities as noted above are carried out and that those responsibilities are as equally distributed among the several members of the institutional faculty as possible.

This statement will remain effective until amended or rescinded
