2.         Meeting called to order at 10:02 AM by Dr. Racheotes.

3.         Dr. Beason moved, seconded by Dr. Govindaswamy to approve minutes from February 10, 2010. Motion passed.

4.         Dr. Wagy moved, seconded by Dr. Beason to approve Course Changes to the Core Curriculum Syllabi. Motion was to approve the following courses as face to face delivery only. Motion passed.

5-11.    Dr. Beason moved, seconded by Dr. Brumm to approve the following Course Changes together (Agenda items 5 – 11). Motion was made to align the following courses to meet the State of Texas Educator Standards for Pedagogy and Professional Responsibilities EC-6, English as a Second Language EC-12, Special Educators EC-12, and Technology Application Standards. Motion passed.

12.       Changes to Existing Undergraduate Program: BSIS EC-6 Bilingual Generalist (Rincon). Item was withdrawn by Dr. Ballard on March 3, 2010.

13.       Dr. Beason moved, seconded by Dr. Govindaswamy to approve the following Course Changes together (Agenda items 13, 15, 16 and 17). Discussion ensued hether or not the courses could be offered as web based and require four seminar meetings on campus. The committee approved the items with modifications that the syllabi be revised and approved by the college representative and respective Dean and then forward on to the UCC Chair. Motion passed with modifications.

            #13 - BE 400 Foundations of Bilingual/ESL Education – Add web based to the course delivery method
#15 - BE 474 Biliteracy for Bilingual and Dual Language Classrooms – Add web based to the course delivery method and remove prerequisites.
#16 - BE 476 Content Area Instruction for Bilingual Programs - Add web based to the course delivery method and remove prerequisites of SPAN 317 and        Lvl UG SPAN 303 Min Grade D.
#17 - BE 491 Resident Teaching Bilingual – Course Description revised and change of resident teaching course from EC-4 to EC-6.

14.       Dr. Allard moved, seconded by Dr. Brumm to approve Course Inventory Add/Reinstate: BE 420 Bilingual Target Language Proficiency (Rincon). Discussion ensued whether or not the courses could be offered as web based and require four seminar meetings on campus. The committee approved the items with modifications that the syllabi be revised and approved by the college representative and respective Dean and then forward on to the UCC Chair. Motion passed with modifications.

18-20.  Dr. Beason moved, seconded by Dr. Brumm to approve the following Changes to Existing Undergraduate Program together (Agenda items 18-20). Motion was made to modify the programs to reflect the A&M-Texarkana’s Core Curriculum. Motion passed.

21.       Dr. Govindaswamy moved, seconded by Dr. Allard to table Course Inventory Add/Reinstate: SPAN 1411 Beginning Spanish I (Rincon). Motion was made to add SPAN 1411 to the course inventory. The following recommendations were made: 1) On the cover page, the course description needs to be shortened and delete the sentences beginning with “Upon completion of the course….” 2) Course syllabi – Are the required textbooks written only in Spanish? 3) Syllabus does not comply with the 6 page length as required by the committee. Motion tabled.

22.       Dr. Govindaswamy moved, seconded by Dr. Allard to table Course Inventory Add/Reinstate: SPAN 1412 Beginning Spanish II (Rincon). Motion was made to add SPAN 1412 to the course inventory. The following recommendations were made: 1) On the cover page, the course description needs to be shortened and delete the sentences beginning with “Upon completion of the course….” 2) Course syllabi – Are the required textbooks written only in Spanish? 3) Syllabus does not comply with the 6 page length as required by the committee. Motion tabled.

23.       Dr. Govindaswamy moved, seconded by Dr. Brumm to table Course Changes: JOUR 316 International Field Study in Journalism (Overlock). Motion was made to add web enhanced to the course delivery method and reduce the SCH from 6 to 3 to align with the new international travel guidelines. The following recommendations were made: 1) The course syllabus does not reflect the requested web enhanced information. 2) The Student Learner Outcomes are not listed on the course syllabus. Motion tabled.

24.       Dr. Hughes moved, seconded by Dr. Brumm to approve Course Changes: PSY 465 Psychology of Aging (Flournoy). Motion was made to add web based to the course delivery method. The following recommendation was made: 1) Add the Academic Integrity statement to the syllabus. Motion passed as amended.

25.       Dr. Allard moved, seconded by Dr. Govindaswamy to table Course Inventory Add/Reinstate: PSYC 2308 Child Psychology (Sikorski). Motion was made to add PSYC 2308 to the course inventory. The following recommendations were made: 1) On the cover page, revise the Course Description so that it’s not written in first person form. 2) Add the web assistance statement to the course syllabus. Motion tabled.

26.       Dr. Beason moved, seconded by Dr. Govindaswamy to table Course Inventory Add/Reinstate: PSYC 2314 Lifespan Growth and Development (Sikorski). Motion was made to add PSYC 2314 to the course inventory. The following recommendation was made: 1) Add the web assistance statement to the course syllabus. Motion tabled.

27.       Dr. Hughes moved, seconded by Dr. Allard to approve Course Inventory Deletion: PSY 401 Psychological Statistics (Sikorski). Motion passed.

28.       Dr. Govindaswamy moved, seconded by Dr. Hughes to approve Course Inventory Add/Reinstate: PSYC 2317 Psychological Statistics (Sikorski). Motion was made to add PSYC 2317 to the course inventory. The following recommendation was made: 1) In order to revise the Psychology degree plan to reflect the deletion of PSY 401 and addition of PSYC 2317, a Change to Existing Undergraduate Program cover page will need to be submitted. Motion passed as amended.

29.       Dr. Govindaswamy moved, seconded by Dr. Brumm to table Course Inventory Add/Reinstate: SOCI 1306 Social Problems (Parangimalil). Motion was made to add SOCI 1306 to the course inventory. The following recommendations were made: 1) On the course syllabus, the required textbook does not have the edition listed nor the book publisher’s name. 2) The Student Learner Outcomes need to be revised. Motion tabled.

30.       Dr. Beason moved, seconded by Dr. Brumm to table Course Inventory Add/Reinstate:  SOCI 2301 Marriage and Family (Okereke). Motion was made to add SOCI 2301 to the course inventory. The following recommendation was made: 1) The Student Learner Outcomes need to be revised. Motion tabled.

31.       Dr. Beason moved, seconded by Dr. Govindaswamy to table Course Changes: SOC 420 Managing Cultural Differences (Parangimalil). Motion was made to add web enhanced to the course delivery method. The following recommendations were made: 1) The Student Learner Outcomes need to be revised. 2). On the cover page, the sentence beginning with “Offering the course… needs to be deleted from the justification. Motion tabled.

32.       Dr. Beason moved, seconded by Dr. Govindaswamy to table Course Changes: GBUS 420 Managing Cultural Differences (Boger). Motion was made to add web enhanced to the course delivery method. The following recommendations were made: 1) The Student Learner Outcomes need to be revised. 2). On the cover page, the sentence beginning with “Offering the course… needs to be deleted from the justification. Motion tabled.

33.       Dr. Wagy moved, seconded by Dr. Brumm to approve Course Inventory Add/Reinstate:    EE 319 Introduction to Circuits (Lala). Motion was made to add EE 319 to the course inventory. Motion passed.

34-35.  Dr. Beason moved, seconded by Dr. Allard to approve the following Course Inventory Add/Reinstate:  CHEM 1111 General Chemistry I Lab and CHEM 1112 General Chemistry II Lab (Alam) together (Agenda items 34 & 35). Motion was made to add CHEM 1111 and CHEM 1112 to the course inventory. Motion passed.

36.       Dr. Beason moved, seconded by Dr. Allard to approve Course Inventory Add/Reinstate:  MATH 355 Statistical and Geometrical Concepts (Saba). Motion was made to add MATH 355 to the course inventory with the course delivery method of face to face, web based and web enhanced. The following recommendations were made: 1) The committee approved the course as web based only. 2). On the cover page, under Course Delivery Method – the face to face and web enhanced checkboxes need to be unchecked. Motion passed with modifications.

37.       Dr. Allard moved, seconded by Dr. Govindaswamy to approve Course Inventory Deletion: EE 220 Introduction to Circuits (Lala). Motion passed.

38.       Dr. Govindaswamy moved, seconded by Dr. Allard to approve Course Inventory Deletion: BIOL 1406 Principles of Biology, BIOL 2406 Principles of Environmental Science, CHEM 1411 Chemistry I, GEOL 1405 Principles of Environmental Geology (Allard). Motion passed.

39.       Dr. Govindaswamy moved, seconded by Dr. Brumm to approve Course Changes: MATH 453 Statistics (Saba). Motion was made to add web based to the course delivery method. Motion passed.

40.       Old Business: Tabled Items from October 13, 2009:

Dr. Govindaswamy moved, seconded by Dr. Allard to approve Course Changes: EE 470 Digital Design using VHDL (Lala). Original motion was made to revise the course description. The course was thought not to be in the course inventory however, further investigation revealed that EE 470 is in fact in the course inventory thus only a syllabus needs to be provided to approve course changes. The syllabus was resubmitted and approved. Motion passed.

Dr. Govindaswamy moved, seconded by Dr. Allard to approve Course Inventory Add/Reinstate: EE 320 Circuit Laboratory (Laddomada). Original motion was made to add EE 320 to the course inventory. Discussion ensued and was decided to table this item for the following reasons. 1) Need clarification of the prerequisite EE 220 2) Can the lab be taken with concurrent enrollment and 3) The Student Learner Outcomes on the syllabus need to be measurable. The cover page and syllabus was resubmitted. The course description and prerequisite now reflects the deletion of EE 220 and the addition of EE 319. Motion passed.

 41.       Other Business:  1)   Dr. Wagy reiterated that all course syllabi that are submitted to the committee for approval be a maximum of 6 pages in length.

                                       2)   It was agreed upon that the course description should only be 3 sentences long.

                                       3)   Dr. Stripling will work with Carla Snyder to provide examples of Student Learner Outcomes and place them on the UCC website as a                          guide.

                                       4)   Course Syllabus Template – add verbiage to let faculty know to delete italicized wording from the template.
